Wizards recently announced additional details regarding the World Championships, Nationals and the Pro Player's Club.
Additionally, they posted an interview between Aaron Forsythe, Sr. Director of Magic R&D, and Helene Bergeot, Director of Organized Play to address some concerns raised by the player community about the recent changes with Planeswalker Points.
Andy Heckt encourages you to read the full article as well as the interview.
Jeff Zandi has questions about who to contact when somebody needs help with access or other things regarding the DCI Family site and about DCI Reporter v3, for locations without internet access.
The Michael Wiese and Scott Marshall answer is :"For DCI Family Issues you may contact your Regional Coordinator or Jason Lemahieu.
DCI Reporter is not supported by WotC anymore, and internet access is no longer a requirement when using WER.
Please use WER; be sure to prepare by updating to the latest version ahead of time, especially if you won't have internet access at the venue.
If you have issues with WER, please e-mail them to Nicholas Fang.
These procedures are based on experience and best practice from many big tournaments like GPs and PTs. Since it is a wiki page everyone can add to it, but please keep in mind that the page is focusing on big tournaments and not necessarily your local FNM or Prerelease.

The Judge Classes are a way to train someone from L0 to L1 with a major focus on comp rules.
Thanks to the help of many wonderful people, the Judge Classes are now available in Spanish and Russian, with more languages coming soon!
If you want to know how to better use it, you can contact Justin Turner and your local Regional Coordinator.
Fabian Peck is trying to collect a list of all online judge resources, as well as all the little useful documents and tools people use. The idea is to both share resources not everybody knows about and to consolidate some of them to make them easier for people to find.
So, if anyone has any websites or documents they want to share he encourages you to either share a link and short description e-mailing fabianpeck@gmail.com

After the recent division of the US into more regions, it's now Europe's turn. The new region that has been created is Mid-East Europe, with the new regional coordinator being Sebastian Pekala.
A quick general community reminder: when entering a certification review for someone, please make sure it's entered as an ‘Interview' instead of an ‘Evaluation'.
Johanna Virtanen: "It's time for another list of judge birthdays" : 5 and 10 year anniversaries celebrated on the community website here! Featured veteran for the month is Lindsay Heming. We also have a trio 5 year Level 3 Anniversary this month, so extra congratulations go out to Carlos Ho, Kevin Desprez, and Nick Sephton!
MOJO was a great success with 311 players turning up to week one, won overall by Elf_Ascetic from the Netherlands.
MOJO week two had 192 players and was won by none other than Lems himself. Congratulations to both and thanks for everyone for enjoying the events, which are intended as a small "Thank you" to all the judges in the world.
A friendly reminder about some issues with the Judge Centre. Please pass this info on to new Level 1s/Rules Advisors who are likely to be affected most.
- After taking the Rules Advisors exam, the level isn't being updated correctly. People will need to submit feedback to the Judge Center to get the new level.
- New judge levels are not processed automatically, however these are checked weekly and are usually updated within a week after the exam is completed. Advise newly certified L1s to submit feedback if their level hasn't been updated after two weeks from the review being submitted.
- Year field for reviews and disqualifications does not go past 2010: simply submit with 2010 and as long as everything else is filled out correctly it will be received and reviewed as required.
Carlos Ho:"The DCI would like to welcome the most recent additions to our ever growing family" : 136 new judges and 23 new Level 2 judges.

The following is a list of recommendations obtained from data from the judge centre, as suggested by Brian Schenck
There is strong correlation in those who pass the L1 practice and those who will pass the L1 exam and vice versa.
Trouble Spots for L1 Candidates:
These continue to remain areas of difficulty:
- Damage assignment order and combat damage assignment
- Turn structure
- Handling Serious Problems
Some new areas to consider:
- Triggered abilities (they are different from activated abilities)
- Deathtouch and damage assignment
- Game Losses at Regular REL. Specifically misunderstanding that infractions that are Game Losses at Competitive REL are not always so at Regular REL.
Recommendation for Testing Level 1 Candidates:
Emphasize the use of the Easy Practice exam for Level 1 candidates
Becoming a Rules Advisor first should be encouraged (not required)
Taking the Level 1 Practice exams.

The judge of the week article series highlights judges from around the world. They share with us who they are, where they are from, how they got into judging, memorable judging moments, along with some interesting personal experiences. The judge of the week also gets to pick the judge to be featured the following week.
"As I accept Judge Emeritus status, I'd like to take a brief moment to thank you all for everything you do for the program each and every day. What makes the judge program special is the people in it, and that's each and every one of you. Your dedication, expertise, and pride in what you do is beyond exceptional, and it's been my honor to be part of your family. The program will always be a part of me, and I hope in some way, I will always be part of it.
I leave you each with a simple (although perhaps not easy) challenge: do what you can to leave the program a little better than you found it. You don't need to bring about sweeping changes to make a great impact. Many hands make light work, and your constant care and attention to this thing that we love will take it into the future.
I will remain a constant friend and advisor to the program and its leadership, and should you ever need me, I will be standing ready. It truly has been a distinct pleasure to serve you all.

The HJ of GP Santiago comments on lessons learned:
- Review your IPG – always good to do.
- Consult with other judges. Your best friend when thinking to deviate is consulting another peer. That can be on IRC, Facebook or other chat, phone, text, etc…
Though WotC staff were consulted, the subject-matter experts on policy are the L4+ group.
Organizers are in charge of prizes and redemption or other material customer service decisions, not judges. The miscommunication between staff and judge was a contributing factor.
- We do not have a penalty "DQ w/ prize". Being creative with penalties is not good for overall fairness.
- One of the reasons peeking is a DQ and not a ML is as a deterrent. Odds are really good you won't get caught, so the penalty better be a pretty strong discouragement.
With the PTQ Dark Ascension season still in progress, recall last month's announcement by Scott Larabee: "Players that finished top 16 at a Grand Prix that feeds Honolulu or Top 50 at PT Philadelphia CAN play in PTQs that feed Pro Tour Honolulu." Also see the most recent update to the 2012 Premier Invitation Policy.
The current version of WER often (always?) keeps pairing down or up the same players during a tournament. In other words, once a player gets paired down, it will be paired down if possible for the whole tournament. This is not how it should work. In case you experience this, you may try to run pairings again or even consider proceeding manually.
Adding cards to a Limited Pool is a DQ even at Regular REL. Remember the "3 Big Ones" to your players while starting the tournament: adding cards, offering incentives or coercing to alter a match result, and randomly determining the outcome of a match.
If this could turn useful to your community, consider having just card pools registered, without swap or "played" list.

I think we can summarize most of the discussion: provide the best customer service you can, for your events, based on YOUR community. Some limited GPs offer the choice between local language or English product. There is no specific rule for this, so you should discuss the issue with the TO. Riccardo Tessitori's report from GP Shangai has some interesting insights about the subject.
A player who does not put counters on a bloodthirsty creature is committing a GRV, but if the player tries to gain an advantage out of this we should definitely investigate for cheating.
Some concerns arose from a partial backup for a GRV that appeared on camera. Scott Marshall: "Is this the textbook handling of a GRV? Nope, probably not. Does the fact that it occurred on camera mean it should be precedent-setting? No, absolutely not. But does that on-camera aspect of this mean it will set some precedents? Yeah, probably so … but not for anyone paying attention to this thread … right?!"
Shuffling for an IPG remedy (e.g. Looking at Extra Cards) does not trigger cards that care about shuffling, such as Cosi's Trickster.
Even though Oblivion Ring does not literally offer a choice upon resolution, the same philosophy behind MTR 4.2 applies: a choice pre-emptively announced cannot be changed if the opponent does not respond.
The new Magic Judge patch on the shirts is optional. Both logos are official and there is no policy forcing the use of one rather than the other.

Fraud is the only Cheating infraction where a player must knowingly violate or misrepresent a rule/procedure etc. All other Cheating infractions can happen without the player being aware that he or she is committing a DQ-able offense.
You can't look at the top two cards of your library after resolving a Ponder; but what if you do it? Game rules violation? Hidden information violation? Looking at extra cards? This quite special case fits better in the category of Looking at extra cards and no additional procedure is necessary. It's not to be considered Hidden information violation, because the cards were known.
The Magic Online Judge Open, or MOJO, is a sponsored Magic Online sealed deck event that is open to all certified judges around the World.
311 judges from all over the planet have registered for the Oct 29 event, and the winner is Steven Geurts (Elf_Ascetic), a L1 from the Netherlands, who beat Nick Short (bsushort), a L2 from USA in the finals.
192 judges from all over the planet have registered for the Nov 5 event, and the winner is Jason Lemahieu (MadtownLems), a L5 from the United States, who beat Johann Jamil (AshyMTG), a L1 from Malaysia in the finals.
From Carlos Ho: We'd love to see judges getting together for this event, to share their stories between rounds, some food and drinks, etc. Basically, having fun together, as in a "real" tournament.

This was one of the more interesting, and in some ways, challenging, Grand Prix events I've seen. We had the 7-pack card pool; we had so many different sleeves and sleeve types that didn't fully obscure the double-faced cards – and others of the same type that did!; we also a wonderful mix of international attendees, both among the judges and the players, as many people extended their Worlds travel plans to include this GP.
Second Head Judge: Damian Hiller
As my first tournament wearing the burgundy I obviously came with a mixture of great suspense and intrigue as for what the day would offer. Needless to say, the great support and excellence of the Judge Staff made my day a very smooth one: I can only wish I given them the same sensation of excellence! Overall the day went very quiet on both sides which made things easier up to the point we only needed to de-synchronize for 2 rounds, and the time difference was only a couple of minutes!
Thank you all who made GP San Diego an awesome experience!

"This was the first North American GP to test out the new Regional Coordinator "blue shirt" role for a full day. The role was both demanding and rewarding. Many deserving judges tested for Level 2, and four of them passed!
Morgan Meehan-Lam came all the way from Tasmania to earn her L2.
Brian Couchman, who served as Head Judge for California States (aka "The 2011s") this year as a L1.
Alex Gwilt, who has been a solid presence in his local PTQ scene will only further his involvement as he moves to Washington as a L2 later this year.
Phillip Wulfridge, who has an uncanny rules intuition, even for the few questions on the test he missed."
